ZPP Factsheet on the Zimbabwe Independent Complaints Commission
Introduction
President Mnangagwa on the 19th of September 2024 appointed and sworn-in members of the
Zimbabwe Independent Complaints Commission (ZICC) marking a significant step towards
promoting transparency and accountability within Zimbabwe's security services. The ZICC's
primary role is to address public complaints regarding misconduct by members of the Zimbabwe
Republic Police (ZRP), Zimbabwe Defence Forces (ZDF), Central Intelligence Organisation
(CIO), and Zimbabwe Prisons and Correctional Service (ZPCS).
The commission's mandate includes:

Receiving Complaints: Collecting grievances from the public concerning misconduct by
security service members.
Conducting Investigations: Looking into the validity of complaints and gathering
evidence.
Making Recommendations: Providing suggestions for resolution and potential
disciplinary actions.

Section 210 Independent complaints mechanism
The Act of Parliament must provide an effective and independent mechanism for
receiving and investigating complaints from members of the public about misconduct on
the part of members of the security services, and for remedying any harm caused by such
misconduct.

TO provide for the establishment of an Zimbabwe Independent Complaints Commission
for the investigation of complaints by members of the public against misconduct by
members of the security services; to make further provision for the functions and
obligations of the Commission and to regulate its operations; and to provide for matters
connected with or incidental to the foregoing.
