ZPP Remarks
The Zimbabwe Peace Project (ZPP) welcomes the appointment of members of the Zimbabwe
Independent Complaints Commission (ZICC) as a significant step towards promoting
accountability and transparency within Zimbabwe's security services. It is reassuring to know
that the ZICC's primary role is to address public complaints regarding misconduct by members
of the Zimbabwe Republic Police (ZRP), Zimbabwe Defence Forces (ZDF), Central Intelligence
Organisation (CIO), and Zimbabwe Prisons and Correctional Service (ZPCS).
From January to August 2024, 823 security forces personnel were identified as perpetrators of
human rights violations, constituting 28% of the documented violations. The violations include
assault, torture, threats of violence (harassment/intimidation), unjustified arrests, abduction,
attempted abduction, raids and malicious damage to property. We hope that the commission will
be widely accessible to the members of the public to ensure an enhanced public safety,
transparency and accountability.
