4. Right to Food and Water
In Glenview South ward 32 on 1 September, the City of Harare disconnected water
supplies to more than 50 residents after their water metres were stolen by
thieves the previous month. This action reportedly left many residents concerned
since Glenview South has been a hotspot for cholera and other water borne
diseases in the past. A resident lamented against the council decision complaining
that instead of replacing the stolen water metres the council decided to
disconnect water supplies in the community.
At Halfway Business centre in ward 11, Gokwe Sasame, under Chief Nemangwe , a
partisan distribution of aid was reported on 17 September. Zanu PF member and
ward councillor Mafukidzamwa Masara addressed residents of the area, informing
them about presidential inputs that would be distributed. He indicated that Zanu
PF members and those who completed their village levy payments (mutero) would
benefit. Those that did not fall under the two categories would be denied the aid
as they portrayed ‘sellouts’ traits.
Villagers in Nyangavi Township, ward 5, Guruve South under Chief Chipuriro’s
jurisdiction were forced to contribute US $3.00 to fundraise for Zanu PF’s 2023
election campaigns. On 19 September Zanu PF Councillor Mike Kamuzonde
reportedly assigned village heads to collect the contributions, citing that the
ruling party was fundraising for next year’s local and general elections.
Kamuzonde reportedly specified that defaulters would not benefit from
government aid sponsored under the Presidential pfumvunza inputs scheme.
Village heads were also advised to compile lists of the defaulters.
