Special Focus In the month of September, special focus was on equality and non-discrimination, political rights, property rights, personal security, and the right to administrative justice. RIGHT TO PERSONAL SECURITY ZPP recorded over 12 cases related to the violation of the right to personal security. Cases were recorded in Manicaland, Matabeleland North amongst other provinces. On 15 September, it was reported that Ndabezinhle Mabhena of Mthwakazi Republic Party assaulted a man for wearing Zanu PF regalia. The victim was slapped five times and manhandled. The matter was reported to the police. Section 52 of the Constitution states that every Zimbabwean has the right to bodily and psychological integrity, which includes the right to freedom from all forms of violence from public or private sources. Articles 3 and 5 of the Universal Declaration of Human Rights (UDHR) recognize that every person has the right to personal liberty and security, and this is supported by Article 6 of the ACHPR. EQUALITY AND NON-DISCRIMINATION ZPP recorded a total number of 12 cases related to the violation of equality and non-discrimination rights. Masvingo recorded 4 cases, the highest number, and Mashonaland West recorded 2 cases, the lowest. On 29 September in Zhombe ward 11, it was reported that a Zanu PF activist identified as Faith Dube removed several CCC members from the agricultural inputs beneficiary list.On 28 September, ward 13/14 of Chiwundura constituency, it was reported that Zanu PF activists identified as Anna Kohli and Peter Mhlaleli politicized the distribution of agricultural inputs. Kohli and Mhlaleli allegedly told beneficiaries that all members of the Citizens Coalition for Change should return home as they will benefit nothing. In ward 11, Zhombe, it was reported that a Zanu PF activist identified as Faith Dube removed several members of the Citizen Coalition for Change from the agricultural inputs beneficiary list for supporting the opposing. Section 56 of the Constitution states that every Zimbabwean has the right not to be treated in an unfair and discriminatory manner on such grounds as their nationality, race, colour, tribe, language, class, or political affiliation among others. According to Article 2 of the Universal Declaration of Human Rights (UDHR), the right to equal treatment requires that all persons be treated equally before the law, without discrimination. This is supported by Articles 2 and 3 of the ACHPR. POLITICAL RIGHTS ZPP recorded a total number of 8 cases in which the political rights of citizens were violated. Midlands and Mashonaland East had 2 cases which recorded the highest number and Mashonaland Central, Matabeleland South, Matabeleland North, and Masvingo recorded a case each. It is alleged that a CCC polling agent was brutally assaulted by Zanu PF in Goromonzi South Ward 4 in Caledonia. Reports indicate that the victim was bashed by suspected Zanu PF activists who accused him of being a sellout. The incident occurred on 1 September when the victim was heading home from the shops. The perpetrators ambushed and assaulted him, and left him with injuries. Section 67 of the Zimbabwean Constitution states that every Zimbabwean citizen has the right to form, join, and to participate in the activities of a political party or organization of their choice, to participate, individually or collectively, in gatherings or groups or in any other manner, in peaceful activities to influence, challenge or support the policies of the Government or any political or whatever cause. 9
