In Mutare North, ward 11, a case of partisan distribution of
agricultural inputs was recorded on 29 December. It was
reported that the distribution of compound D fertilizer at
Golowa Business Centre did not go well and as expected as it
was politicised. It was reported that the Muwoko and Chegore
villagers were denied their share for unclear reasons but
suspected to be political as previously it has been said that
these were villages with most opposition supporters. The
perpetrator was reported to be the ward councillor and Zanu
PF member Chateu Ndoro..

In Buhera North ward 10 at the branch centre a case of
partisan distribution of the presidential farming inputs was
recorded on 2 December. It is alleged that a war veteran called
Chamatumba ordered that all known and suspected opposition
supporters were not supposed to be given maize seeds that was
being distributed. It was reported that the seeds had come
through the Makoni North legislator William Mutomba. He
also said in the approaching 2018 polls all homesteads
belonging to opposition members were going to be burnt
down. Opposition supporters were then dismissed before the
distribution exercise commenced .
In Buhera West ward 5 at Jaggers Business Centre a case of
unfair distribution of food aid was reported on 11 December.
It is alleged that the ward 5 councillor Jane Ziki, Zanu PF
youth chairperson Albert Chikukwa and the Zanu PF district
chairperson Mugove Magunda were tasked to distribute maize
to the vulnerable persons in the community (orphans and old
people) when they diverted the aid. It was reported that
instead of the maize being given to the intended group it was
diverted and given to some civil servants in the ward. This is
alleged to have happened after the three tasked to distribute
the food announced that it was only going to be given to those
who were able to pay a 1 US dollar. Thus the targeted groups
of the old people and orphans could not afford to pay and the
civil servant who managed to pay are said to have benefited.

On 18 December, Basil Mungazi* was denied Presidential
scheme farming inputs by Zanu PF ward Councillor Audrey
Hativagoni. It is alleged that Mungaziwas denied inputs on
allegations that she had stolen party regalia at the Zanu PF
Extraordinary congress. The distribution was controlled by the
Zimbabwe National Army (ZNA). Beneficiaries were entitled
to a 50Kg bag of compound D fertilizer. This transpired at
Wamika Club in Chegutu East ward 18.
In Buhera Central, ward 18 at Sungura Township, a case of
partisan distribution of farming inputs was reported on 16
December. It was reported that the farming inputs in form of
maize seeds were distributed unfairly by the Zanu PF ward
Chairperson Tarisai Nganga and the Zanu PF youth
Chairperson Panganai Mavheneke. It is alleged that these two
announced that the seed was going to be given to Zanu PF
supporters only before turning away some known opposition
