the police. The incident happened on 4 October 2023.
Section 52 of the Constitution states that every Zimbabwean has the right to bodily and
psychological integrity, which includes the right to freedom from all forms of violence from public
or private sources. Articles 3 and 5 of the UDHR recognise that every person has the right to
personal liberty and security, and this is supported by Article 6 of the ACHPR.
Equality and Non-Discrimination
ZPP recorded a total number of 20 cases related to the violation of the equality and nondiscrimination rights. Mashonaland Central recorded 5 cases each, the highest number and Harare
recorded one case, the lowest.
On 21 October 2023 community members converged at Chiweshe Primary School in Goromonzi
South ward 20 to receive Government subsidised inputs under the Pfumvudza program. The
distribution reportedly started well just after lunch but was abruptly stopped when Zanu P.F
political commissar for the district identified as Kagonye stopped the distribution and ordered the
distribution committee to suspend the program and give him time to address the gathering.
Kagonye said that only those who voted for Zanu PF are entitled to receive the inputs. He pulled
out a cell register which he handed over to the Agritex Officer for use for distribution of rations.
This did not go well with the distribution committee queried with him for some time. Following
the conflict Kagonye went on to call names of people perceived to be CCC supporters and ordered
them to vacate the venue. They were openly told to go and benefit from inputs from Chamisa.
There was chaos and a report was made to ward Councillor Mrs Musekiwa and the District
Development Coordinator (DDC) for Goromonzi district who allegedly promised to look into the
matter.
Section 56 of the Constitution states that every Zimbabwean has the right not to be treated in an
unfair and discriminatory manner on such grounds as their nationality, race, colour, tribe,
language, class or political affiliation among others. According to Article 2 of the Universal
Declaration of Human Rights (UDHR), the right to equal treatment requires that all persons be
