Provincial Outlook
MANICALAND PROVINCE
Post-election violence continued to haunt some
parts of Manicaland province. A case of arson was
reported in Ward 7 Headlands on 20 September. It is
alleged that Citizen Coalition for Change polling
agent Talent Nyamajiwa had his home torched by
suspected Zanu PF youths led by Brian
Madyambudzi. Reports indicate that everything
inside the house was reduced to ashes including 50
broiler chickens. It is said that before the incident,
Madyambudzi was moving around the ward
threatening people who were CCC polling agents in
Ward 7 Headlands. The victim also lost property
worth approximately 3000 USD. In Chimanimani
West, a Zanu PF affiliate known as Councillors for ED
emerged. The affiliate reportedly emerged after the
2023 harmonized elections campaign period to
empower Zanu PF supporters only. It is alleged that
the affiliate which consists of ruling party councillors
held a meeting at Mhandarume Secondary school
and concluded that all SDC, development, and
distribution committees must be staffed with Zanu
PF members. It is said that at that same meeting,
coordinators of the group were appointed. Another
individual identified as Mudamburi was very serious
about excluding CCC members from all activities
including distributions of government aid. The
meeting reportedly ended with people being
promised resources to kick-start projects such as
chicken rearing, piggery, and goats.
BULAWAYO PROVINCE
In the post-election period, the province recorded
cases of political intolerance as a result of the
outcome of the election results. It is said that during
the swearing-in ceremony of Mayor David Coltart of
the Citizen Coalition for Change, it was reported that
Mbuso Siso insulted CCC leader Nelson Chamisa
with vulgar language of unprintable words. Siso held
that Chamisa is a dictator who uses people and
abuses individuals. Siso was part of the double
candidates of the CCC believed to belong to a
faction widely known for criticizing Chamisa. A similar
case of intolerance was reported when Ndabezinhle
Mabhena of Mthwakazi Republic Party assaulted a
man for wearing Zanu PF regalia. The victim was
slapped and manhandled.
MASHONALAND CENTRAL
PROVINCE
Mashonaland Central recorded violations centered on the
right to administrative justice. It is alleged that on 23
September, all school heads in Guruve District were told by
the District Schools inspector Mr. Henry Pore to have their
teachers trained under Teachers for ED curriculum at St
Francis High School at Guruve Growth Point. The trainer
was alleged to be Mr Bright Makoni the former acting head
of Mucherengi Secondary. Reports indicate that all
teachers were trained on the Zanu PF ideology including
unemployed teachers who were also assured that those
with certificates for ED will get first preference to be
employed. On 18 September, in Mt Darwin West at Sosera
growth point, Headman Nohwedza convened a meeting
where he told village heads to mobilize resources for the
inauguration ceremony of Chief Dotito citing that they will
be notified of the exact date of the ceremony. It is said that
villagers' heads were told to contribute $3.00 USD and
their subjects one dollar USD towards the Chief’s
inauguration ceremony. Nohwedza was quoted saying," It's
a must and no one should give an excuse". In Bindura
North ward 3 at Garikai shopping centre. It is said that
losing Zanu PF council candidate Wendile Machisi
mobilized Zanu PF youths Rodrick Jacha, Privilege Torwa
Tafara Kaseke, Zvanyadza, and others to provide Zanu PF
district chairpersons Evans Masawi and Sinikiwe
Mukwambaire with names of people suspected to have
voted for the CCC party and their candidates on 23
August. It is said that the youths were tasked to compile
the names of all suspects and submit them at the party
district offices in town for unknown reasons.
