Right to Administrative Justice
ZPP recorded a total of 4 cases of violations of the rights of administrative justice, with
two cases recorded each in Manicaland and Mashonaland Central.
On 14 January at Bindura Hospital in Glenview New Hall ward 30, admitted patients were
told to assign their relatives to fetch them water for sanitation since the hospital was
experiencing severe water challenges. The hospital management told patients that the
hospital was struggling with water supply hence all patients on admission should find
alternative ways of getting water supplies from relatives or nearby associates. In
another incident, police in Mutare CBD struggled to control vendors as they claimed they
were vendors for Economic Development (ED). The rowdy and violent vendors
threatened to assault ZRP and Municipal officers managing vending sites. The vendors
set up wooden cabins, sold their wares in undesignated areas, including ranks and
roadsides, and refused to be turned away by the police.
Section 68 of the Constitution stipulates that every Zimbabwean has a right to
administrative conduct that is lawful, prompt, efficient, reasonable, proportionate,
impartial and both substantively and procedurally fair.
