Special Focus
In January, the special focus areas were on equality and non-discrimination, political
rights, freedom of assembly and association, right to personal security and right to
administrative justice.
Equality and non-discrimination
ZPP recorded a total of 16 cases in which opposition supporters, particularly CCC
supporters, were denied access to pfumvudza inputs and food aid due to their political
affiliation. Masvingo had four violations, Mashonaland West had three, and Bulawayo
was the lowest with one case.
On 21 January in Mazowe West Ward 15, at Dandamera community hall, during a
community distribution of pfumvudza farming inputs, Zanu PF Councillor Peter
Chinyoka turned away some beneficiaries accusing them of supporting CCC. Chinyoka
stated that CCC supporters were not qualified to be given inputs from President
Mnangagwa. He reportedly named and shamed 12 victims as the culprits before turning
them away. Only perceived Zanu PF supporters benefitted and received 50kgs of top
dressing fertilizer, 10kgs maize seed, 2kgs sugar beans and 5kgs soyabeans.
Section 56 of the Constitution states that every Zimbabwean has the right not to be
treated in an unfair and discriminatory manner on such grounds as their nationality,
race, colour, tribe, language, class or political affiliation among others. According to
Article 2 of the Universal Declaration of Human Rights(UDHR), the right to equal
treatment requires that all persons be treated equally before the law, without
discrimination. This is supported by Articles 2 and 3 of the ACHPR.
