Political Rights
ZPP recorded a total of 32 cases in which the political rights of citizens were violated. Masvingo and Harare
provinces had nine violations each, being the highest number, and Matabeleland South had the lowest being two
violations.
Rigging and political violence in the form of threats and intimidation were reported during the Zanu PF primary
elections and in Mazowe North on 26 March 2023 skirmishes were reported. It is alleged that Zanu PF officials were
caught with a box full of filled-in ballot papers. The police reportedly arrested Zanu PF parliamentary candidate
Tsungai Makumbe and Justice Marufu when they caught them with 651 filled-in ballot papers from the party’s
primary election. Makumbe, Campion Mugweni, Martin Dinha, and Tafadzwa Musarara were all competing for the
parliamentary ticket in the constituency. The matter is being handled by Mvurwi police station under case number
RRB 5323373. Musarara reportedly withdrew from the race citing the irregularities. “I hereby tender my withdrawal
from the above-mentioned primary election due to gross irregularities that have occurred. I remain a committed
cadre of the ruling party, Zanu PF,” said Musarara.
Section 67 of the Zimbabwean Constitution states that every Zimbabwean citizen has the right to form, to join and to
participate in the activities of a political party or organisation of their choice, to participate, individually or
collectively, in gatherings or groups or in any other manner, in peaceful activities to influence, challenge or support
the policies of the Government or any political or whatever cause.
